Various regulations made under the Factories and Industrial Undertakings Ordinance require
require workers to comply with safety procedures and use protective equipment. In addition, regulation 21 of the Factories Industrial Undertakings Regulations imposes on workers a 'general requirement to observe safety, health and welfare provisions and to use the means or appliances provided for securing their safety and health.
The workers' representatives can express their views in the deliberations of the Labour Advisory Board meetings. They can also discuss any health and safety matters at the tripartite safety committee. Their opinions or proposals on occupational safety can also be presented to the Labour Department for consideration direct. Industrial safety courses for workers äre provided in the Industrial Safety Training Centre operated by the Factory Inspectorate Division of the Labour Department. Pamphlets and advisory guides on occupational safety and health published by the Labour Department are available to the public free of charge.

With regard to the Direct Request of the Committee of Experts, the Hong Kong Government would like to report that the Labour Department always encourages workers or their representative to provide information or lodge complaints about any occupational hazards, including those arising out of air pollution, either in person, in writing or by telephone. An auto-recording hotline telephone system has been installed the Factory Inspectorate Division of the department to record complaints made outside normal working hours. Complaints may also be received from other sources such as referrals from other departments or the press.
All these complaints against occupational hazards are dealt with by the Factory Inspectorate which always accords high priority to the investigation of complaints.
