QUESTION I
The provisions of this convention are applied by the following pieces of legislation :
(a) Merchant Shipping Ordinance, Chapter 281, together with regulations made under sections 5, 6A and 114 and rules made under section 6 (2) of the ordinance including :-
Merchant Shipping (Certification and
Watchkeeping) Regulations;
Merchant Shipping (Navigational Watch Ratings)
Regulations;
'Merchant Shipping (Engine Room Watch Ratings)
Regulations;

Merchant Shipping (Tankers Officers and Ratings)
Regulations;
Merchant Shipping (Certificates of Proficiency in
Survival Craft) Rules;
above regulations and rules comply with the requirements of the International Convention on Standard of Training, Certification and Watchkeeping for Seafarers which has been extended to Hong Kong. They also enable Hong Kong to comply with some of the provisions of this convention;
(b) Merchant Shipping (Recruiting of Seamen) Ordinance, Chapter 135, and regulations made under section 14B of the ordinance;
(c) Merchant Shipping (Safety)
