This convention has been applied to Hong Kong with modification in respect of Article 3 by a declaration registered by the International Labour Organisation (ILO) on 20 October 1978. An improved declaration was registered by the ILO on 27 February 1985.

Article 1
For the purpose of this convention, the most representative organisations of employers and workers refer to the five major employers' associations represented on the Labour Advisory Board and all registered workers' trade unions in Hong Kong.

Labour Advisory Board was set up in 1946 as a tripartite body. The Committee on the
Labour Implementation of International Standards was established in 1978 on the advice of the Labour Advisory Board and its procedures have been formulated with the agreement of the members of the Board. Consultations with the committee on the matters set out in Article 5 take the form of meetings which are held as often as necessary but at least once a year.
