With the exception of the Management Development Centre, all training centres offer courses to meet the manpower requirements of their respective economic sectors. Various full-time courses at the technician, craft and operative levels are offered to new entrants to both industry and commerce. Part-time up-grading courses are also offered by some centres to in-service personnel either to up-grade their skills or to enable them to meet statutory requirements.
Two statutory training
training authorities, the
the Construction Industry Training Authority and the Clothing Industry Training Authority, were established in 1976 under the Industrial Training (Construction Industry) Ordinance and the Industrial Training (Clothing Industry) Ordinance respectively provide training in key trades in the two industries. former is operating three training centres while the latter is running two training centres. The relevant training boards of the Vocational Training Council are represented on these authorities so as to maintain a close link and assist in the implementation of the recommendations of the training board."
Under the Labour Advisory Board, a Committee on Employment Services has been established with the following terms of reference :
"TO advise the Commissioner for Labour on matters relating to employment. services in Hong Kong in general and the Local Employment Service, the Careers Advisory Service and the Selective Placement Division of the Labour Department in particular."
The committee is consulted on the
the operation of the Local Employment Service and the Selective Placement Division, and on policies for and programmes of vocational guidance to be implemented by the Careers Advisory Service. Members of the committee are appointed by the Commissioner for Labour. The composition of the committee is as follows:
(a) A chairman to be appointed from non-government sector
(b)
Two employers' representatives (one of whom shall be a member of the Labour Advisory Board)
(c)
Two employees' representatives (one of whom shall be member of the Labour Advisory Board)
(d)
A representative of major users of the employment services of the Labour Department

(h)
Two licensees of employment agencies licensed under section 52 of the Employment Ordinance.
An Assistant Commissioner for Labour (ex-officio).
Any other members whom the Commissioner for Labour may wish to co-opt to facilitate the work to be undertaken bv the committee either generally or for specific purposes
