Report för the period 1 July 1989 to 30 June 1991 on the application in Hong Kong of the

RURAL WORKERS' ORGANISATIONS CONVENTION, 1975 (NO. 141) which was ratified by the United Kingdom on 15 February 1977

This

convention has been applied in Hong Kong by a declaration of "applied with modifications" registered by the International Labour Organisation (ILO) on 1 March 1978.

This is a full report by the Government of Hong Kong. It supersedes all previous reports on the application of this convention.

QUESTION I

The provisions of this convention are applied in Hong Kong by the following ordinances:

(a)

the Trade Unions Ordinance, Chapter 332;

(b) the Co-operative Societies Ordinance, Chapter 33;

(c)

the Credit Unions Ordinance, Chapter 119; and

(a).

the Hong Kong Bill of Rights Ordinance 1991, Ordinance No. 59 of 1991.

Copies of (a), (b) and (c) were attached to the report on

this convention for the period ending 30 June 1985. One copy of (d) is attached to the current report on Convention No. 105.

QUESTION II

Articles 1 and 2

The provisions of this convention apply to all types of organisations of rural workers. The term "rural workers" used in this report has the same meaning as defined in the convention, which includes self-employed farmers.

The types of organisations which exist for rural workers are trade unions, co-operative societies and credit unions. The establishment of these organisations is governed by provisions of the three ordinances listed in the answer to Question I above.

Article 3

1991,

Article 18 of the Hong Kong Bill of Rights, enacted in June stipulates the everyone shall have the right to freedom of with others, including the right to form and join trade unions for the protection of his interests. Rural workers are no exception.
