QUESTION I
The provisions of this convention are implemented by section 18 of the Merchant Shipping Ordinance, Chapter 281 ((a)], which enables, the adoption in Hong Kong of the provisions of the United Kingdom Merchant Shipping (Crew Accommodation) Regulations 1978 [(b)] made under the United Kingdom Merchant Shipping Act 1970 [(c)].
Three copies of (a) and its subsequent amendments were attached to the reports on Convention No. 147 for the period ending 30 June 1985 and 30 June 1987 respectively. The latest amendments were attached to the current report on Convention No. 92. Copies of (b) and (c) are in the possession of the ILO.

PART I. GENERAL PROVISIONS

Article 1
The United Kingdom Merchant Shipping (Crew Accommodation)
• Regulations (hereinafter referred to as the Regulations}, as stipulated in regulation 3, apply to every British ship for the time being registered in Hong Kong, including vessels between 200 and 1 000 tons, but excluding a fishing boat or pleasure yacht. The Regulations also apply to sea-going tugs where reasonable and practicable. By virtue of section 18 (3) of the Merchant Shipping Ordinance, the Director of Marine is vested with the powers exempt small vessels generally and also. in respect of particular ships from the requirements on crew accommodation.
Formal consultation with shipowners, organisations of shipowners and bona fide trade unions of seafarers had not been held prior to the framing of the crew accommodation requirements in general or the granting of exemption in particular cases. The Regulations contain provisions which are the results of consultation in the United Kingdom.

"ship" includes any description of vessel used in navigation not propelled by oars but excludes junks or lorchas whether mechanically propelled or not.
