QUESTION III
The Factories and Industrial Undertakings Ordinance and the Employment Ordinance and their subsidiary regulations are enforced by the Commissioner for Labour, who is entrusted with discretionary powers under this legislation. The Apprenticeship Ordinance and the Apprenticeship Regulations are enforced by the Commissioner for Labour and the Director of Technical Education and Industrial Training, both of whom are also entrust with discretionary powers under this ordinance and its subsidiary regulations. The provisions of these ordinances and their subsidiary regulations are enforced by comprehensive system of inspection, a detailed report of which can be found in the current report on Convention No. 81 (Labour Inspection).
Some statistics of the activities of special concern to this convention are given in the answer to article 6. Other statistics and a detailed account of labour inspection and related activities are published regularly in the annual departmental reports of the Commissioner for Labour, which are sent to the Director-General of the ILO soon after they are published.

Copies of this report have been sent to the Employers' Federation of Hong Kong and the Labour Advisory Board, which includes six workers' representatives and, through the United Kingdom Department of Employment, to the Confederation of British Industry and the Trades Union Congress of Great Britain.
No observations concerning the application of this convention in Hong Kong were received from any organisation of employers or workers during the period under review.
