These children shall not be employed:

The employment of children. of 13 years in non-industrial undertakings under conditions which ensure that their attendance at school is permitted by this article.
Article 2
The flexibility provided for under this Article has not been made use of as practical vocational instruction in agricultural work for children under 14 years of age is rare in Hong Kong.
Article 3
No technical school or institute in Hong Kong offers courses in agriculture for children under 14 years of age.
QUESTION III
The Employment Ordinance and the Employment of Children Regulations are enforced by the Commissioner for Labour. The labour inspectorate of the Labour Department carries out inspections undertakings, which also include agricultural undertakings, to detect the employment of children.
