(c) That, consistent with the established policies and applicable
rules and decisions of the Bank and the Fund on the conduct of the meetings
of their Boards of Governors, the member in whose territory the meetings are
to be held is required to give to the Fund and the Bank written and binding
assurances with regard to the preparation for and conduct of the meetings,
in particular, concerning (i) the provision of the agreed contribution to
the meetings, and (ii) respect for the immunities and privileges of the Bank
and the Fund, including the prompt issuance of visas and the granting of
appropriate travel facilities without restrictions to participants in the
meetings.
3. In light of the above, the Bank and the Fund would require the standard
formal written assurances from the responsible member country in whose
territory the meetings are to take place--namely the U.K. prior to 1 July
1997 and, thereafter, the P.R.C.. It would then be open to the member on
its part to agree on the appropriate financial, legal and other necessary
internal arrangements with any part, region, or subdivision of its territory
that has a direct or special interest in the hosting of the meetings, in
this case, Hong Kong.
