facilities should be given in a single or separate letters, given that all other communications from UK and China are separate letters, there may be some presentational merit for a single letter to show that the exercise is a joint effort but this is not a sticking point.

On the UK letter on visas and immunities, we do not think we can insist on the argument that HK has full delegated powers in respect of diplomatic visas and immunities (which the Chinese side would certainly argue to pertain to foreign affairs).

4. Lastly, it would be useful to confirm with the Chinese side that

the above procedural package does not affect the understanding we previously reached with them on the procedures regarding the 1997 Meetings, i.e. the role of Hong Kong in the Meetings (ref. UKDEL IMF/IBRD telno. 27 and our telno. 116).
