as the Organizations are also immune from all customs duties and from liability for the collection or payment of any duty, the Governments shall' * allow the entry and the exit, free of duty and without inspection or recording, of all property brought into or taken from Hong Kong by or on behalf of the Organizations for the 1997 Annual Meetings. shall be identified by special shipping labels issued by the Organizations in collaboration with the Governments.

6.

Communications

(a) The Governments shall ensure that the Organizations are able to send and receive communications in connection with the Meetings without censorship or other interference.

The Organizations shall enjoy, for their official communications and the transfer of all their documents, treatment not less advantageous than the most favorable treatment accorded by the Governments to any
