Taxes and Customs

(a) Noting that the Organizations, their assets, property, income,

operations, and transactions authorized by their respective Articles of

Agreement are immune from all taxation, and that the Organizations are

immune from liability for the collection or payment of any tax, the

Governments shall ensure that no sales tax, value-added-tax or similar tax

on the supply of goods, services, or accommodation to the Organizations

shall be levied, whether the tax is due by the seller/supplier or the

purchaser. Moreover, as the Organizations are also immune from all customs

duties and from liability for the collection or payment of any duty, the

Governments shall ensure the entry and the exit, free of duty and without

inspection or recording, of all property brought into or taken from

Hong Kong by or on behalf of the Organizations for the 1997 Annual Meetings.

Such property shall be identified by special shipping labels issued by the

Organizations in collaboration with the Governments.

(b) Personal baggage belonging to Governors, Executive Directors,

Alternates, members of committees, Executive Directors, representatives,

advisors to any of the foregoing persons, officers and employees of the

Organizations, and other persons invited or accredited by the Organizations

to be present at the Meetings, identified by special luggage tags to be

issued by the Organizations in collaboration with the Governments, shall be

admitted free of duty and taxes, and expedited through customs upon entry

into and exit from Hong Kong.
