that the Organizations are immune from search, requisition, confiscation,
expropriation, or any other form of seizure by executive or legislative
action with respect to their property and assets, and that their archives
are inviolable,

Entry Procedures and Visas
(a) The Governments shall assure expeditious entry procedures,
including the issuance of visas for the above noted officials of the
Organizations to be present for the Meetings. The Governments shall also
assure expeditious entry procedures, including the issuance of visas for any
observers and other persons accredited to or invited by the Organizations to
be present for the Meetings, as well as for the accompanying family members
of all the foregoing officials and individuals,
(b) The Organizations note that the issuance of visas for entry into
and exit from Hong Kong shall be the responsibility of the Hong Kong
Government through June 30, 1997 and the [Hong Kong Special Administrative
Region] [People's Republic of China] thereafter.
(c) The Organizations note that unexpired visas issued by the
