The last sentence of the first paragraph Memorandum of Understanding has been suggested by the Fund Legal Advisers as a way that would permit the Chinese and UK Governments and, Fund and Bank, to sign the Memorandum of Understanding before the vote by Governors. However in discussion the Fund and Bank appear to accept that this will not be possible (for our part because

I suggested, and I think it was accepted, that a better option would be side letters from the different parties giving assurances that the Memorandum of Understanding and Memorandum of Services would be signed as drafted, once the Governors had voted. The UK letter would make it clear that this undertaking was subject to a Parliamentary procedure.
