You will have seen the latest Fund/Bank draft of the various documents, faxed to you this morning.

I discussed these today with Zhang (Chinese World Bank Alternate). There seem to be few remaining difficulties.

On visas, he is content with the formula now incorporated in the last two sentences of paragraph 2 of the Chinese letter. I assume we are too--this is the approach suggested in paragraph 2(c) of James Lau's letter of November 3. The same wording is used in paragraph 4 (c) of the Memorandum of Understanding (MOU).

Zhang told me, however, that he expected Beijing to raise one other point on visas: the implication in the penultimate paragraph of the Hong Kong letter and in paragraph 4 (b) of the MOU that the Hong Kong Government has responsibility for issuing visas at present. He said he thought that formally the British Government was responsible for issuing visas. I said I thought the Hong Kong Government had this responsibility, acting through British Embassies around the world. But if he really thought this caused a problem we might be prepared to consider the possibility of leaving out some of the references.

Specifically, this might involve:
deleting the penultimate paragraph of the Hong Kong letter and expanding line 6 of the second paragraph of the letter to read "timely provision of all services, facilities, financial resources, and procedures
related.....". Do we feel strongly about this?
Deleting paragraph 4 (b) (as we had already suggested).
