Thank you for your letter of latest revised draft letters of invitation and MOU.
The

outstanding difficulties now appear to centre on the visas question, which I understand you are pursuing separately with the FCO and the Hong Kong authorities. I should, however, be grateful if you could continue to keep me in touch with progress and if Kevin Tebbit or Peter Ricketts could let me know when the texts have been approved by FCO Ministers.
I agree entirely with your reluctance to accede to the Fund/Bank pressure for the Chinese and UK Governments to sign the memorandum of understanding before Governors have voted. I would be quite happy with your compromise option of a side letter, making clear that the UK Governor will sign the MOU as drafted, subject to the completion of the necessary Parliamentary procedures. While we do not envisage any difficulties with the Treasury Minute, we cannot pre-empt Parliamentary consideration of the contingent liability.
