Our Legal Adviser has pointed out that the wording proposed by the Chinese for Para 7B gives the impression that the PRC has the authority to tell the SARG how to spend its money, and that this has serious implications for Hong Kong's economic autonomy. It also does not give Hong Kong sufficient credit for the role it will play in financing and organising the meetings.
