1992 ARTICLE IV CONSULTATION
I attach a draft Buff statement for the Hong Kong Article IV Consultation on Wednesday, 3rd February. Much of it comes directly from the draft briefing which you sent to me on 25 January. There are a couple of points on which I would welcome some clarification. In para 9, I have described
oning' as restrictions on usage*. Is this accurate? Second, could we add in para 10 an example of how greater competition as been promoted in the private sector?
It would be helpful if you could let me have any suggested final amendments by return if possible. David Peretz would like to circulate the final version before the weekend..
