ratification of the original Protocol included ratification on

half of Dependent Territories, who are expected to conform

individually with the controls on production, consumption and

trade with any State not Party to the Protocol.

The

ratification of the 1990 Amendment only included Gibraltar.

We aim to extend ratification to those Dependent Territories

who wish to have the amendment extended to them in one

notification once we are satisfied they have local legislation

in place.

Revisions to the Protocol

The Parties to the Protocol met in Copenhagen 23-25

November 1992 to review the Protocol's control measures.

Agreement was reached to tighten the controls on

chlorofluorocarbons (CFCs used in refrigeration, air

conditoning and aerosols), carbon tetrachloride (used as a

chemical intermediary in rubberised paints and pesticides),

and 1,1,1 trichloroethane (used as a solvent in metal

degreasing, some electronics and general engineering

applications) by bringing forward their phase out to I January

1996, with a 50% interim cut for 1,1,1 trichloroethane and a

Halons

75% cut for the other substances by 1 January 1994.

(fire fighting chemicals) are now to be phased out by 1

January

Controls were also introduced on hydrochlorofluorocarbons

(HCFCS used as a temporary replacement for CFCs) and methyl

bromide (used as a fumigant) for the first time. For methyl

bromide there is to be a freeze on production and consumption
