Please refer to my minute of 24 February to Mr Green (WIAD) enclosing a copy of a draft telegram to Dependent Territories advising them of key amendments to the Montreal Protocol. I attach a draft letter to Governors in which I have set out in more detail the agreements reached at Copenhagen and the implications for DTs. I also enclose a copy of the summary prepared by DOE, together with the report of the Fourth Meeting of the Protocol Parties (s Barrett only), both of which will be sent as enclosures to the letter.
