1. You will have received a copy of Simon Featherstone's (UKRep Brussels) letter to me of 4 March reporting on the soundings he has taken with DGXI about a possible amendment to the Regulation on ozone depleting substances to deal with Taiwan (copy attached for ease of reference, together with my letter of 18 February). As he points out, we cannot be certain that the proposed modified wording will meet our concerns until we have seen the text but I should be grateful for your initial views, and those of copy addressees, by close of play 11 March on the recommendation in para 3.
2. I should also welcome your views on the way tactics proposed in paragraph 4 to secure the agreement of the Commission and our partners on the interpretation of the Protocol.
