6. I assume you will ask Simon Featherstone to put these points to the Commission either informally or in the appropriate forum. However, even if all the amendments are made, while the amended text will lend itself much more readily to the interpretation we favour in respect of Taiwan, the doubt will not have been totally removed given that the Protocol itself is ambiguous. We should therefore still pursue an understanding within the community that the effect of Article 4 of the Protocol and of Articles 8-12 of the new regulation is not to impose trade controls on Taiwan. You raised this in your letter to Mr Featherstone of 12 March, but I have not seen any further correspondence on this. If there has been any further news please let me know; otherwise you might like to remind Mr Featherstone that action on this is still needed.
