It is also our intention to have the Copenhagen Amendment extended to Hongo nowe Kong but at a later date. We are now getting ready further amendments to our Ozone Layer Protection Ordinance in order to meet the requirements agreed at the Copenhagen meeting.
Please find, as requested in your (undated) letter of early March, an action plan that we have flag A drawn up to implement the Copenhagen adjustments. Once everything is in place, we will notify you again.
Please advise on any implications to Hong Kong regarding Decision IV/18 (Financial Mechanism). Will Hong Kong need to contribute to the Fund? -

As regards Decision IV/25 (Essential uses), in particular the nomination of uses considered as "essential", we propose the following essential use of halons after 1.1.1994:
Deadline was 31 March 1993. are HR covered by UK's lud?

(c) high-risk industrial process hazards.

I would appreciate if you would let us know immediately should there be any decisions by the Technology & Economic Assessment Panel of the Montreal Protocol concerning the sources, quantity and timing of halon production for essential uses beyond 1994.
