Dependent Territories who are still some way off have the necessary implementing legislation in place.
2. I attach a draft letter to Sir David Hannay and a Note, along standard lines, asking for the extension to be effected. I should be grateful for any amendments you, NTCD and HKD, may have by close of play 26 July.
3. I have yet to receive confirmation from DOE that the legislation enacted by Hong Kong will fully implement the provisions of the Protocol, but will ensure that it has been "cleared" before despatching the Note.
