AFTER 1997

1.

STATUS UNDER ENVIRONMENTAL CONVENTIONS BEFORE AND

N/R.

You will have received separately a copy of Ms Barrett's minute of 11 August summarising the status of Hong Kong under the Montreal Protocol, and the Climate Change and Biodiversity Conventions. Ms Barrett has highlighted two key issues which are more or less common to the three agreements and on which policy decisions need to be made: whether Hong Kong (and by extension other DTs) should be expected to contribute to the UK's financial obligations under the various conventions, and whether other obligations (eg controlling greenhouse gas emissions) should be apportioned amongst DTs. We should not rule out treating Hong Kong differently in this respect, both because of the order of magnitude of its emissions and because its devlopmental status will change in 1997.

2. I have made marginal notes to highlight the various issues raised by Ms Barrett and would welcome comments from the

More Departments indicated by close of play 20 August. generally, WIAD, SAAD, AD(E) and SPD may wish to comment on behalf of the other DTS.

3.

Depending on the views expressed by Departments we may need

We would hope to be to call a meeting to agree a UK position. able to so before the middle of September so that we can reply to specific queries raised by Hong Kong (Ms Chow's letter of 28 July to Hamish Daniel).
