Thank you for your letter of 12 August enclosing copies of your import and export licence forms. Whilst DOE Legal Advisers have yet to fully consider your clarification of the various issues raised in my letter of 5 August they are of the view that we can now set in hand arrangements to extend UK's ratification of the London Amendment to Hong Kong. Any further comments on Hong Kong's legislation will be forwarded in early September once we have fully considered whether further administrative measures need to be put in place.
