My letter of 18 August to Jill Barret set out Patrick Szell's initial comments (copy attached for ease of reference) on the adequacy of the Hong Kong legislation to implement the Montreal Protocol. I understand that Ms Siu's explanatory letter of 12 August has been passed to you for more detailed consideration. I look foward to receiving your comments by close of play 8 September, if possible.
