BIODIVERSITY AND CLIMATE CHANGE CONVENTIONS: TERRITORIAL SCOPE OF THE UK RATIFICATION

1. We spoke briefly on 27 September about the Territorial Scope of the UK's Ratification of the Biodiversity Convention. I now attach a matrix which summarises the replies which we have so far received to Roger Bone's letter of 9 July on environmental issues, which asked which DTS wished to be included in the UK's Ratification of the Conventions.

So that there can be no confusion, I am copying to you and to Phil Dykins in GAD, the replies which we have so far received. These responses have raised a number of issues, principally that the territories will need to draw heavily on the promised UK expert advice to establish the extent of their obligations under the Conventions. We still await further responses from several of the dependencies and final responses from the Home Office about the Crown Dependencies. There has been no response from the MOD about including the Sovereign Base areas in the UK's Ratification of the Biodiversity Convention.
