Paragraphs 10 and 11 of my letter of 11 August explained that the issue of which Parties should contribute to the Montreal Protocol Financial Mechanism would not be clarified until the current discussions on the replenishment of the Fund are concluded at the Fifth Meeting of the Protocol Parties in November. You may however wish to be aware that in recent discussions with representatives of the Ozone Secretariat in Geneva they confirmed that there was no question of Dependent Territories being added to the list of contributors to the Fund.

That said, we cannot rule out the possibility that the issue may be raised by other countries attending the forthcoming meeting of the Protocol Parties. If the matter is raised we will argue that the Dependent Territories are not parties to the Protocol in their own right and that any decision on how UK meets its financial obligations is an internal matter for HMG.
