The Montreal Protocol on Substances that Deplete the
Ozone Layer ('The Protocol') seeks to control the consumption,
production, import and supply of bulk chemicals which deplete the
ozone layer. The UK ratified the Protocol on 16 December 1988
and Hong Kong was included in the ratification. The Chinese side
had been consulted in advance under the Agreed Consultation
Guidelines on the continued application of the Protocol after
1997 in July 1988 and had confirmed their agreement on 19 August
1988.

In June 1990, the Second Meeting of the Parties to the
Protocol held in London adopted a set of amendments to the
Protocol (`The London
The UK ratified this
Amendment').
Amendment on 20 December 1991. The People's Republic of China
ratified it on 14 June 1991. The Chinese side was consulted and
agreed on 3 June 1993 that the London Amendment of the Protocol
should be extended to Hong Kong and would continue to be applied
to the Hong Kong SAR.
Extension of the UK ratification of the
London Amendment to Hong Kong is now in progress.
