4. In order to complete the necessary procedures, we would like to have a final decision, not later than 15 November, indicating whether the territorial scope of the UK's ratification for both the Climate Change and Biodiversity Conventions should be extended to you at the time of ratification. As indicated above the UK aims to ratify by the end of 1993 although on biodiversity this is subject to obtaining satisfactory safeguards on finance. If you are unable to be associated with the UK's ratification now it would be helpful to learn if you envisage extension of the Conventions to you at a later date.
