Objectives

A short, clear statement of what we wish to achieve or avoid, including profile which UK delegation should adopt, attitude towards likely resolutions, removal of specific countries from consideration and inclusion of new countries for consideration and general voting instructions (specific instructions will be requested by the delegation when resolutions emerge).

Points to Make

Distinguished as necessary between:

(a)

points for use in UK public statements or joint EC statements;

(b) lobbying points, either nationally or in conjunction with EC partners (NB the UK will be part of the Troika and may have to participate in Troika discussions or negotiations with interested delegations on a number of country situations (eg East Timor, Occupied Territories, South Africa, China, Iran, El Salvador, Guatemala, Sri Lanka, Southern Lebanon, Sudan);

(c)

defensive points.

Background

(a) an account, where appropriate, of relevant documents at 48th Commission and 47th UNGA. Where a country is the subject of its own resolution (eg Cuba, Iran) brief background on the resolution's history would be helpful, if possible;

(b) human rights situation in country concerned, and response of government;

(c) any relevant bilateral concern and likely attitude of other states, particularly EC partners.
