UN COMMISSION ON HUMAN RIGHTS: 49TH SESSION: 1 FEBRUARY-12 MARCH 1993: BRIEFING

We are now commissioning briefs for the 49th session of the UN Commission on Human Rights (CHR) which will take place from 1 February to 12 March. I attach a copy of the agenda. As you will see, it is extremely wide-ranging; CHR will address the human rights situation in numerous countries under various agenda items. I should be grateful if you could provide briefs as indicated at Annex A. The Annex lists the names of the countries likely to be discussed and the procedure under which they may be discussed. The definition of procedures is given at Annex B. The briefs should be based on the standard FCO format. A model, with an example of an "ideal" brief provided for the 48th session, is given at Annex C. In preparing the briefs, Departments should bear in mind that the UK, in addition to its national role at the CHR, will also form part of the EC Troika. Examples of country situations likely to be discussed by the Troika with other delegations are given at Annex C.

Briefs are required in HRPU by close of play on 12 January. They should be sent to Nici Jackson. Where the situation is likely to change rapidly, it may be necessary to seek updates during the course of the Commission. The name and telephone number of the person to whom queries should be addressed should be indicated on the cover sheet of the brief.

We have tried, where possible, to reduce the number of briefs. Where a country may feature under more than one item (eg El Salvador), only one composite brief is required. Any queries on the briefing, or on CHR procedure, should be addressed to Nici Jackson, Human Rights Policy Unit (270-3642).

4. Human Rights Policy Unit will prepare briefing on the agenda items not listed at Annex A in consultation with geographical departments as necessary.
