Problem

How to respond to a letter from a group of women in Hong
Kong asking the Minister for a reply to a letter they sent on

on 25 November and enclosing a copy of a subsequent letter they
have sent to the Governor.
Recommendation
2.
That the Minister's Private Secretary should reply that the
original letter was answered by Mr Goodlad and enclose a copy of that reply. I Submit a draft reply.
Background
3. The Minister replied to the original letter (dated
23 November but only received in the Minster's office on
18 December) on 8 January 1993. The subsequent open letter to
the Governor concentrates on their belief that one of the new
functional constituencies in 1995 should be for women. This is
more appropriately dealt with by the Governor.
