You will see from the attached that the meeting of the

Interaction Council is to be held in Shanghai where I shall be going to make my report on the visit to Africa. From paragraph three I see that Zhu Rongji, the Deputy Prime Minister, will be present and an addition has been made to the programme by proposing that we should fly to Beijing for meetings with the Chinese leadership.

All this will involve publicity and is very different from our normal visits to other countries. It looks as though the

Chinese Government wants to make rather an affair out of it. In

view of what is happening with Hong Kong, I am wondering whether to go. If you think it would be helpful I will do so. Otherwise I shall stay away. Hong Kong is bound to figure, if I do go and when we meet the leadership. Perhaps you would let me know what you think?
