4. The Chinese will treat Lord Callaghan as an important elder statesman. Hong Kong may well come up, and while we would not want to equip Lord Callaghan with a detailed brief, it would be worth ensuring that he was aware of the key points. The Governor has agreed to give him a briefing and to put him up at Government House on his way to China. But we believe it would be useful for the Secretary of State to see him briefly before
he leaves, ie in early May.
