Shanghai.

2. I submit a draft reply from the Secretary of State offering to brief Lord Callaghan before his visit to China.

Background and Arqument

Lord Callaghan has been invited to attend a meeting in Shanghai of the InterAction Council, a New York-based organisation with a membership of senior international figures aimed at promoting development. The group will then visit Peking for talks with Chinese leaders. Lord Callaghan's second

letter indicates that he has decided to accept. He will deliver

a report on his recent visit to Africa. The programme includes meetings with the Chinese President, the Premier and

Vice-Premier Zhu Rongji.
