programme, by

QU pledged to deliver a quality

inviting the best people in Peking to lecture on different

subjects; and proposed tuition fee of US$1375 per person

for each course of at

least 15 people. The cost only

covers the five weeks in Peking and excludes living

expenses and the costs of transport and other extra

curricular activities. We reserved our position over the

cost pending further details on the curriculum. QU agreed

to submit a detailed proposal by mid-February, taking into

account our comments on the initial proposal. Our key

message was: we wish to see more emphasis being given to

explaining existing government 'policies, and

relationship between central and local government, and less

academic analysis of historical events.
