1. I have seen UND's first trawl for bilaterals during the Secretary of State's visit to UNGA 48.
2. I should be most grateful if you and HKD could ensure that the required format for the bilateral with the Chinese Foreign Minister is registered from the outset. After his meeting with Qian in July, the Secretary of State was emphatic that there should be sufficient time for a really substantive meeting with Qian in New York. This should take place in an appropriate setting (not the pokey delegation office in the UN building).
3. Please could you ensure that this is properly taken on board. The discussion in Peking lasted for almost two hours, and the two Ministers will have more to say to each other when they meet in New York. We cannot afford a meeting which is skimped or conducted under time pressure.
