FOREIGN SECRETARY'S BILATERAL WITH QIAN: HONG KONG
1.
I enclose a first draft of a brief for the Foreign Secretary's use on the electoral talks. We are producing a separate brief covering the JLG (on which I have just seen Tony Galsworthy's telegram) and the airport. We will clear this with you later.
FED are briefing on bilateral/human
rights/international issues, and will be covering China/Olympics as part of that.

2. You will see that the present brief is drafted on the assumption that it might be used at a tete-a-tete session. aspect which it does not cover in detail is timing/deadlines. This is because I thought that the best way to get our message across on this would be to give Qian an account of what the Governor plans to say about it in his LegCo speech. On that, you may be able to fill out a little the square bracketed passage at the end of the speaking note.

It will be very helpful to have comments by opening of business our time on Monday 27 September. There will be one last opportunity to look at the briefs once the team have returned to Hong Kong from the Twelfth Round. We will need to have them complete and ready to leave for New York by close of play on Wednesday 29 September.
