1. I have already sent you a draft brief on the electoral talks.

I now enclose a draft covering other Hong Kong issues. On the JLG, this seeks to reconcile the points in UKREP JLG telno 287, Peking telno 1302 and Hong Kong telno 1521. I think we owe it to the Secretary of State to try to iron out the differences before putting the papers to him. Bearing in mind that no brief will fully catch all the nuances that have been suggested, I would be grateful for any further comments on the enclosures if possible by close of play your time on Monday 27 September.

You will see that the brief includes a point to make on Mr Chong Kwee Sung, as recommended by John Ashton.

Christopher Hum proposes to prepare the ground with

Ambassador Ma at lunch on 27 September. We do not have on our file here any view from Peking after Nigel Cox's interim letter of 10 September on the subject. Would the Ambassador be content that the Secretary of State raise the issue briefly as suggested, if there is time (it may well get squeezed out by other business)?
