Secretary of State's Meeting with Qian Qichen
The Secretary of State has seen Peking telno 1302. Now that Peking has lost the Olympics, the Secretary of State is inclined to favour the slightly softened tone proposed by Sir R MacLaren. But he would be grateful for advice. I know that you are trying to work out a line which is acceptable to both Peking and to Hong Kong. I should be grateful if you would clear a line with the Secretary of State's party in New York, before you go into final print.
