You asked us to clear with you in New York before we went into final print the brief for the Secretary of State to use with Qian on JLG issues. You will recall that there had been discussion in telegrams between Mr Galsworthy and Sir R McLaren about the precise tone to adopt.

We have now succeeded in reconciling the various views. attached brief is agreed with Hong Kong and Peking. It has also been seen by Mr Goodlad, who is content. I also enclose an advance copy of the speaking note for use on the main issue: the electoral talks. This too incorporates several rounds of comments from all concerned. Hong Kong are looking at it one further time in the course of 29 September. Again, Mr Goodlad is content with it. The speaking note is supported by defensive points and background to bring the Secretary of State fully up-to-date. These will be in the final version of the brief which Christopher Hum will bring with him, arriving on the afternoon of 30 September.
