1. I am glad to see that the Chinese are finally beginning to move into substance. I agree that it is worth doing what we to encourage this, and to bring them to agree a further round in early July.

One of my reservations about paying a quick visit to Peking on 9 July has been that this could go down badly in Hong Kong on the lines that I was negotiating over the heads of the Hong Kong people. This is not helped by the fact that there will not be time on this occasion for me to go down to Hong Kong after the talks to report to ExCo. We shall need to argue. that a visit by me to Peking will flow from the OPD (K) meeting at which the Governor and you will have participated. I agree that it would also be useful for me to be accompanied during talks in Peking by Michael Sze from Hong Kong.

I therefore agree that you should dangle the carrot of such a visit a little lower at tomorrow's session of the talks. MIFT sets out a revised form of words, bringing out slightly more clearly the link between a decision on a visit and getting the full Chinese position on the table by 1 July. I suggest that you should deploy this with Jiang Enzhu privately at the outset of the session.
