I will be arguing for Hong Kong's interests. This must be paramount. Will be accompanied by Michael Sze, Secretary for Constitutional Affairs in the Hong Kong Government.
Will be going briefly to Hong Kong after Peking. Will want
to report to ExCo and discuss with Governor. Throughout this exercise, closest coordination between London and Hong Kong: intend to keep it that way.
Two points of fundamental importance for us:
Election arrangements for 1994/95 which are open, fair
and acceptable to the people of Hong Kong.
Genuine through train. On that we need clear,
objective criteria. By that I mean that people standing as candidates in 1995 should be clear what
they have to do to stay through 1997 until the 1999
elections. For example an oath of allegiance, which
we would regard as a legitimate requirement.

A number of other important issues of interest to the UK and China to discuss with the Chinese Foreign Minister,
(as fellow Permanent Members of the UN Security Council), including the issue of non-proliferation - in particular the position of North Korea, and the Former Yugoslav Republic.
Also expect to touch on the recent report on human rights
in China by Lord Howe, and Tibet.
