POSSIBLE VISIT BY THE SECRETARY OF STATE TO FEKING

In your minute of 30 June to Mr Fry you set out a suggested programme for a visit by the Secretary of State to Peking on the way back from the G7 Summit, should OPD (K) decide that the visit should go ahead.

I have discussed with Mr Fry and Mr Ricketts the preparations which need to be made on the briefing front. Our assumption is that although the focus of the Secretary of State's discussions with Qian Qichen will naturally be Hong Kong, he will also wish to cover a wider range of bilateral and international issues, as the two Ministers have done in their previous six-monthly consultations. The visit is a good opportunity to review the bilateral relationship and to demonstrate that we see Qian as a serious interlocutor on international issues. The revised timetable gives us a little more time for talks over dinner and in a formal session.

On that basis we are making contingency arrangements to provide briefing covering the following issues:
Hong Kong
constitutional issues (Mr Ricketts has already submitted a draft speaking note);
airport;
