SECRETARY OF STATE'S VISIT TO PEKING: 8-9 JULY
1. I submit briefing for this visit. We will equip Mr Hum with a separate folder of background papers.
2. The programme for the visit is still developing. But we envisage that dinner with Qian on the evening of 8 July would the ideal opportunity for an informal discussion of international issues. Points to make on these subjects are therefore in the form of clutchcards. At the session of talks
on 9 July, Hong Kong would then be the central issue. Brief No 1 provides a full speaking note on the talks on electoral issue, and Brief No 2 shorter points on the airport and JLG issues. Both incorporate comments from Hong Kong and Sir R McLaren. Bilateral and human rights issues could also be covered at this session.

Brief No 1 may need updating following the Seventh Round of talks (5-6 July). If so, we will send out a revised brief by hand of Mr Hum, who joins the party in Tokyo. Mr Sze will arrive in Peking separately and link up with the party there.
