On the assumption that the Security Council
meeting firms up for 21 May (and that Qian Qichen
attends, which is not certain), should we propose a
bilateral in the margins with Qian?

Recommendation

That we should do so, even though the bilateral
would then take place at the same time as the
opening of the third round of the Hong Kong
talks in Peking.
That the Secretary of State should fly to New
York on the evening of 20 May, arriving in time
for a bilateral with Qian that evening.
That we should propose soon to the
Chinese side a 90 minute meeting covering Hong
Kong, bilateral and international issues.
