SECURITY COUNCIL MEETING AT FOREIGN MINISTER LEVEL: PROPOSED
BILATERAL WITH THE CHINESE FOREIGN MINISTER
1. On the assumption that the meeting of the Security Council at
Foreign Minister level firms up for 21 May, and that the Chinese
will Foreign Minister attend, I would like to take the opportunity to
hold a bilateral with Qian.
I plan to arrive in New York on the morning of 21 May (I will
not be able to get there the previous evening) and to return to
the UK overnight (the last flight to London leaves at 2100). The
timetable for the Security Council remains unclear. I therefore
suggest that we aim provisionally for a bilateral in the early
evening, say at 1730. It might in the event be possible to bring this forward a bit.
3. I should be grateful if you could put urgently to the MFA the
proposal for a bilateral provisonally at 1730 on 21 May, on the
assumption
