2. In putting this to the MFA, there is no need to be precise

about how long such a meeting might last. We would also not want

you to have to offer any preliminary reaction to Qian's message.

I should therefore be grateful if you could put the following

points urgently to the MFA:

The Foreign Secretary will

be studying it. Before he had seen it, he had already asked you

to let the Chinese side know that he would be attending the

Security Council meeting in New York on 21 May if it took place

and that, if Qian would also be attending, the Foreign Secretary

would like to have a talks with him in the margins on Hong Kong

issues.

Given the uncertainties about the timetable on 21 May, we

suggest that a time should be fixed between delegations in New

York once the Ministers have arrived there.
